The visionary Honourable Commissioner, Abdulsalam Abdulkadir, has embarked on an ambitious and transformative Rural and Community Development Programme across Kano State. In pursuit of inclusive and sustainable progress, the Honourable Commissioner has adopted nine (9) of the Sustainable Development Goals (SDGs) as the strategic framework for advancing the socio-economic well-being of our dear state. This approach is further aligned with the AKY Blueprint, as well as both the National and State Development Plans, ensuring coherence with broader development objectives. The SDGs serve as a global blueprint for prosperity, human development, and environmental protection. They are built upon decades of international commitment, driven by the collaborative efforts of nations and the leadership of the United Nations (UN). A key milestone in this global development journey was reached in June 1992 during the Earth Summit in Rio de Janeiro, Brazil, where more than 178 countries adopted Agenda 21—a comprehensive and forward-looking plan of action aimed at strengthening global partnerships for sustainable development. Agenda 21 established the foundation for coordinated global efforts to improve human welfare, promote social equity, and protect the environment for present and future generations. Today, under the dynamic and visionary leadership of Honourable Commissioner Abdulsalam Abdulkadir, Kano State is fully aligning with these global principles—embracing sustainability, inclusion, innovation, and long-term development to ensure meaningful impact across rural and urban communities. This commitment is setting Kano State on a path of resilience, progress, and shared prosperity for all its citizens.

Meet Ideological Commissioner

Honourable Abdulkadir Abdulsalam holds a PhD in Economics, complemented by multiple Master’s degrees in Banking and Finance, Project Management, and Economics, as well as a Bachelor of Science (B.Sc.) in Business Management.

He is a distinguished Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and a Fellow of the Chartered Institute of Taxation of Nigeria (CITN). Having received extensive training both in Nigeria and abroad, Dr. Abdulsalam has built a solid academic and professional foundation that continues to define his contributions to public financial management, fiscal policy, taxation, and development economics.

With decades of experience, including his service as the former Accountant General of Kano State, he has played a pivotal role in the prudent management of state resources and the strengthening of revenue generation systems. He pioneered the deployment of technology-driven solutions for efficient revenue collection and reconciliation, significantly enhancing fiscal management and reducing tax revenue leakages across different tiers of government.

Dr. Abdulsalam has served for many years as a trusted advisor to the Federal Government, State Governments, and Local Government Councils throughout Nigeria—particularly in the areas of revenue accounting, financial controls, macroeconomic reforms, and development finance.

Highly respected within public finance circles, the Honourable Commissioner is widely recognized for his expertise in planning, designing, and implementing bespoke policies and projects focused on revenue generation, macroeconomic strategy, project management, economics, and financial development. His intellectual depth, leadership experience, and strategic vision continue to position him as a transformative figure in public sector governance, fiscal responsibility, and long-term economic sustainability.

He is currently the Honourable Commissioner, Ministry for Rural and Community Development, Kano State.
